Condo patio plants all dying

Hello,
I'm new here and am in need of some help. Here is the situation.
I have been living in my condo for 2 years and I have a back porch area which is required by the HOA to have a privacy type plant/garden something. There is a planter at the base of the railing on the porch and I need something that will grow upward along the railing to provide privacy. Everything I put there dies. The area doesn't get much sun at all, and I don't have time to spend taking care of this. What are my options?

most plants mentioned in that link are for in-ground planting.
aucuba japonica is evergreen in your area and can be pruned to be small, will grow well in containers too and it is quite dense and very cold hardy too - in case you have another winter like last one.
