drip system second floor balcony problems with drainage

I live in a two floor victorian with a garden deck above my bedroom
the drip system installed when it is watering drips over the sides of onto the stairwell and patio below..and five minutes of watering result in forty five minutes of dripping ....the water.....it doesnt go into the gutter bordering the deck...the piping is installed on the outside of the laticed railing of the deck with the drip systm then going up and through the laticed railing to each of the pots
any suggestions what to do or how to correct this..help! |
