Outdoor Grow Lights???

Here's the situation. My sister wants so much to have a small container garden on her balcony. It receives no direct sunlight. Right now she has a pepper and tomato plant out there but they seriously need some supplemental light to help them thrive. Does anyone know if there are outdoor grow lights? Nothing huge. Just something big enough to illuminate those two plants next to each other. They do have an outlet out there to plug in a light, but I can't find any information on OUTDOOR grow lights. Thanks!

150-watt outdoor HPS fixtures are fairly common. The bulb will produce 16,000 lumens. I'd look for one with a clear lens for minimal diffusion of the light. I grew peppers indoor with just 8,200 lumens and got decent growth rates.
