new to balcony gardening-any advice?

Hey everyone, I have recently gotten into houseplants, but have a balcony facing west that I would love to "green up" abit. I live in seattle, so while it doesnt' snow usually, it gets 40-50s in winter. do you think I should wait till spring to take on this project, or look for plants that can survive all winter and start now? There are already built in flower boxes on the balcony, but it is a shared deck so I was thinking of getting some small trees for the sides to seperate my deck from the neighbors. anyways, any suggestions would be appreciated. thanks

No time like the present! I keep a mix of species on my balcony, about half are tropicals that get shuffled in and out so they aren't exposed to temps below 50º, the rest are the low maintainance backbone of my balcony that can survive the lowest temps we ever get here with no special treatment. Getting yourself a couple potted trees to start with would be great, but i wouldn't repot them this late in the season. Just keep them in their black nursery cans and tuck them inside a nicer looking container for the time being. Then you can repot them in the spring if they need it. I don't really know what grows in your climate so i won't suggest specific trees, but if you drive around and see what does well in landscaping near you, in similar light levels, you'll have a good idea where to start.
