Almost anything works, Lavender....even lavender. (I had to do it.) :)

Without all day 6+ hours of direct sunlight, you may not get as many blooms & would water less than the hotter west side balconies except in the heat of summer, but everything should grow nicely.

Basil, dill, perilla, sage, arugula (when not too hot) and thyme should all grow without a problem. You MIGHT be able to do some container tomatoes -- but that might be pushing it.

When I lived in an apartment with a balcony a couple of years ago, I grew Maskotka and Tumbling Tom tomatoes. The latter were lackluster in taste but I'd not be surprised if Maskotka took off with just morning sun. Those were fantastic container tomatoes.

For flowers, gardenias and geraniums always like nice sun without all day sun. The shadiest parts could also work azaleas, or you could have Clematis dropping over the railing.

Given a choice, south is best but after that, my second choice would be an east balcony. Lots of choices and with any flowers, if you get hot summers there, then a little less than the 6 hours is really not bad at all. Worth trying.
