Help! my Bonsai died

My brother gave me a bonsai tree, thinking that I would take care of it. Well I took care of it atleast I thought. Then eventually the leaves started dying. And now it looks like nothing but a stalk. But anyway the question is can it be brought back to life. I included two pictures 1 of the plant and 2 of the roots. The roots have like a white fungus growing on them. I also noticed when I pulled back the rocks there was little bugs. Your help would be appreciated. Thanks Jason
