Leaf Burn due to neem oil?

I just received a Black olive tree from an internet supplier.

Just after I potted it, I noticed what I found out to be scale insects. I started by picking them off with tweezers. That worked for two days. I then went to a local garden center and was told to use 70% neem oil. I sprayed the plant as instructed twice, one day then two days later. My olive tree leaves are now appearing to be dried out and falling off. I thought maybe it was from the recent transplant, one week before spraying with neem oil, but I'm not sure.

What do I do about the leaf burn or dried leafs? What do I need to do to get my tree growing again?
