bald cyprus

Im not sure if I should post this here, Ill try it in the conifer section too. Anyway, how big or tall should a bald cyprus be to be planted outside in NW Pennsylvania?
Im guessing anything over 2' can handle a winter. Let me know if you have had experience with this. These trees are not going to be bonsaied, just planted.

| Univ. of NC site says these are hardy to zone 6. |
