yes it is possible if the process and preservation process of doing so is properly understood. On a tree like this species a uro is generally most accentuated when the tree is old and has a nice trunk caliper. Also keep in mind that dwarf pom's usually grow very slowly so growing a more developed specimen might take some time compared to other species. If the tree is small I would recommend to prep the wound to allow it to heal properly as it wouldn't seem to make sense to create a uro on a young thin specimen. But feel free to do so if that's what you want.

As with most flowering and fruiting species keep in mind that the process of flower and fruit production uses up a decent amount of the trees energy reserve. I have a dwarf pom and generally remove all but a few of the flowers (i keep a few to enjoy) upon noticing them developing as the less energy used in flowering or fruiting stages will be transferred into vegetative growth allowing the tree to develop quicker.
