You can still make a trunk chop lower down on the trunks (usually done at about 1/3 the desired finished height of the tree). As long as the trees are healthy and you have a strong vigorous root system, new growth should shoot out vigorously within a few weeks. You can then choose a branch to become the new leader and possible keep other branches as well removing what you don't want (depending on the desired shape). If you already have a few lower branches, like the one third from the right for example, you can make a chop around the second branch up (the one right before the bend) and make that the new top leader.
