Juniper Bonsai

Good day!

My wife purchased a juniper bonsai tree for me as a gift. I have a few concerns about it.

1. The root ball appears above the soil itself. I find that it is difficult to keep the root ball moist considering gravity takes over. Do I need to re-pot the plant placing the root ball under the top of the container it is in?

2. I live in Phoenix, AZ and the gentleman told my wife that it should be kept outside until it reaches 85 degrees then move the plant inside. Is this accurate?

I find some of the needles furthest away from the root ball are starting to get brittle and fall off.

Any advice? Is there a good book that any one recommends?
