Shohin juniper

I have been growing this juniper from a cutting for 6 years.
Right now it is still dormant and It's needles and branches have been droopy since the late fall. It looks like the description of trees that have been over fertilized.
Should I re-pot it now or wait till it comes out of dormancy. When is the procedure for trees in this condition, wash roots, new soil, Etc., Etc..
Any and all info is appreciated.
Paul
