Japanese red maple

I have a 3' tall jrm in the ground I wish to bonsai. The trunk is 1.5" in dia', and the trunk is quite straight until it reaches the first branches at 15" or so up. It looks to me to be ideal for bonsai, except for the long trunk. Is there a technique to shorten it? I could make a cut around the trunk and place it deeper into the ground.

Also, does it make sense to root prune it, say removing the tap root, then placing it back in the ground?

Any thoughts greatly appreciated.
