Chinese Elm not comming out of winter

Hi all,

I have a Chinese Elm which is in his 4 winter. Unfortunately I can't see any sign of coming back to life (compared to another Chinese Elm which has 2-3mm long green buds). The tree has buds but they don't swell. I scratched a branch and it is green under the bark. Here are 2 photos:

What could be the problem? What do you think I should do?

increase humidity, I had one that did this for well into the summer It was a seedling. I put it in a fish tank. it broke dormancy in about a month. and has never done it again.

here is a picture two years later. I liked this tree because of the weird loop. I have sacrificed a lot of branch work to get it here so please don't hate!!!!
