Depending on what final height you have visualized for this tree, I would either wire the two side branches so that they are not so vertical slowly filling them out every year, or let them grow wild in order to allow the trunk to thicken and then remove them making your first lowest branch higher up. Keep in mind to two most important characters in bonsai is that the trunk and branches have taper and movement.
