Bursera question

Hi everyone! I posted this in the Cacti and Succulents forum and didn't get much response, so I thought I'd try it here.

I have two Bursera microphyllas. The one on the left has put on a few inches of growth since I got it earlier this spring, and the one on the right, I got last weekend. How do I get the left one to (eventually) look more like the one on the right?

I'm assuming at some point I'll have to chop the trunk off somewhere to force it to branch...but where? Should I let it grow a bit more before I do this? Do I need to let it keep some leaves, or can I cut down lower where there are no leaves? And what's the best time of year to do it?
