Caring for Meyer lemon bonsai

Hi all,

I have a Meyer lemon bonsai, I think it's 3-4 years old. It keeps flowering and starting to fruit, but the fruit don't grow any larger than a quarter inch and then turn yellow and drop. Any ideas on how to get it to develop full fruit?

Second problem, there are tiny black spots that have started forming on the branches. Are these insect eggs or some disease I should be worried about. I've attached a picture. If it is something bad, anyone know what I should do to take care of that?
