Scales on my Bonsai

This is a barkwood tree about 18" tall. it stays outside all year in Utah. I have only had it 2 months and had it trimmed yesterday. I noticed lots of scale on it.
Can I just turn it upside down and dip it in 20% alcohol solution? Or please advise. I think I have poked them all open but There are probably babies and smaller ones crawling all over.

sorry meant corkbark.. its a elm tree. mine is near 18" tall.
Just tell me how to kill the scales. The scales have a white rim around just inside the edges if that matters.
the tag says Ulmus sp "corkbark?

I did and will be spray the chit out of this elm with Mathalion + for the next few weeks.
