powdery mildew on my Fukien Tea - I think

I've had this very nice tree for about two months. I have it in a 10" terracotta flower pot to give it room to grow better roots and increase its girth. This pot sits on a bed of river pebbles in a tray of water but I've been very careful to keep it raised above the water level. Now tiny white dots have appeared on the tree's older leaves. These dots are evenly spaced and make a design as if they were sitting on the leaves' pores. They're hard to rub off, which makes me wonder if it is salts transpiring through the leaves and not powdery mildew.

I've been reading up on mildew, fungus etc but I can't pinpoint the exact problem. I should add that I recently sprayed the tree with "Safer Insect Killing Soap with seaweed extract" when I spotted some thrips and possibly scales in the crawling stage. Will it be safe to spray a fungicide right now?

I appreciate any help anybody can offer.
