Japanese Elm Advice Needed

I received a japanese elm for a gift and have been trying my best to keep it going. The tree was a little unbalanced so I'm attempting to grow a new shoot up but don't know exactly how to do it. Should I be pruning it back at all now or what? Any advice would be appreciated.

Wire the shoot into the position where you want it, and let it grow unimpeded until it catches up to the rest of the complementary branches in caliper, then cut it back & begin the process of ramification. This does require that you sacrifice today's neat appearance for the betterment of the tree over the long term.
