How much light is it getting and for how many hrs/day?

It's gotta have more light - i.e. as much direct sun as you can provide, and if you can't provide it, then get a fluorescent with either T8, T5 or 'daylight' features because what you're using is not near enough, and lights should be no more than 5 inches away for 15-16 hours a day til May.
