Trouble with my Juniper

I just received a large Juniper bonsai from my inlaws, and I think I'm killing it.

The needles are all dry and sharp and a section of it is going brown. Is there something I can get to see what the moisture of the soil is doing? I really think this is a case of just watering it too much.

I know there are posts that say push your finger an inch in to see if the soil is dry, but mine is always wet, and i'm afraid I'm giving it root rot or something.
