best time of year to create bonsai?

I just picked up a nice cotoneaster shrub with the intention of making it into a bonsai. Would it be best to let it go through the winter in its nursery pot or to go ahead and prune the roots and put it into a bonsai pot? Obviously it will be an outdoor specimen.

Late winter is usually the best time to do work such as wiring and heavy pruning as it is easier when the tree has no leaves.
It is probably best to leave the tree in its original pot while you do the work as it is well anchored and it will reduce the stress on the tree. Also since your final design will largely determine the pot then it is best to wait
