My hokkaido elm leaves dried up

I have a small 10 inch bonsai and i set it on my porch this summer then the soil dried up. Its leaves dry but the roots and stems are green inside what do i do? is it dormant for the winter???

Ive been watering it a little keeping the soil damp but not too wet.

Hope you've given enough at a time so all the soil gets wet. Yes it may be going dormant, but you still have given no real info otherwise re where you're keeping it (in? out?) and where you live, or if preparing it for winter matters (where do you live?), or how much sun or not it gets, how you water, what the soil mix is, etc. etc.
