I think they'd love it.

Do you know about how much will be added, like how many inches? If not too much, I think they would be fine.

Is this the first spring for the tulips? If so, do you know if they are perennial ones? If they aren't, they may not do much next year besides sending up lots of foliage and very few blooms.

Can the topsoil be added without covering the tulip foliage that needs to ripen, or can you wait to add the soil later after the foliage has pretty well faded?
