If a person has lots of cannas and is going to be moving and unable to plant this year, what do you do with the unplanted bulbs? Will they be good next year?

No, not without being planted.

If you want them, pot them up when it's warm enough for your region. Just take the pots with you. Just make sure they get watered well.
