When to remove bulbs from planter

Hi all,

I bought some forced tulip bulbs in the early spring and put them in round planter that's about 18 inches across and 18 inches deep.

The foilage is almost done dying back. It's about 80% yellow and some of it is brown.

Once it's completely died back, will it be safe to remove the bulbs? I want to let them dry out and transplant them into the ground this fall.

I am interested in this as well.

I have some tulips, daffodils, and hyacinths in the ground, and the foliage is 80% brown. I want to be able to move them because they are in a horrible place in the garden! I would like to know if I can do this now rather than wait until fall.
