Elephant Ears

Last year I was given 2 EE bulbs(giant green), which did very well. Before the first frost I brought them inside, clipped the stalks and allowed them to dry for 10 days before wrapping them in newspaper for the winter. I have just unwrapped them and put them in a 5 gal pail with good, wet topsoil. The bulbs are VERY light in weight and appear very dry. No sprouts appeared over winter. Could these have rotted?? or is this normal? Should I just keep them wet and wait to see?
