Our freesias have been over for a few weeks. Despite our zone differences I think they should have been planted earlier. In a protected place in your zone since they are tender bulbs. They have been in storage too long most likely.

Check to see if the mold is under the papery coating. Rub off any that is loose. Wipe off as much mold as you can. You could put them in a 10% bleach dip for 10 min. Rinse. If they don't have roots place them in the sun for a few hours. If there are roots skip that. Shake them in a bag of sulpher if you have it and plant in loose soil. I'm not familiar with "miracle soil" but if it needs to be mixed with other soil as many require, use sand or something loose. Water once to settle soil around bulbs. Don't water again until sprouts show. If they produce foliage let it yellow before digging them. They will not winter over in Ontario. Good luck.
