Tulip foliage is 'rusty'/purple...what to do?

I have some dark purple tulips that have been in a bed for the last three years. This year they came up and some of the leaves (on the entire plant) have turned a purply color with rusty colored or discoloring. None of them bloomed (they had buds at one point but the damn squirrels ate all the blooms before they actually came out). My question is do I dig them up and get rid of them or leave them in the ground and see if they do anything next year? What is the problem?

Mine are doing the same thing now, and I just planted them last fall. I think it must be normal? Mine did bloom though.

Mine sometimes turn purplish as the foliage gets ready to die off for the season. When it is 80-90% brown I yank it.
