The best time is right after the leaves die down naturally, usually late May-early June here, but probably more like late June for you. Right now they're getting ready to produce leaves, and root growth has probably already begun. They can be moved at any time, provided you're careful not to damage the roots, but it's always less disturbing to any plant to move it when it's at its most dormant stage.
