It's been said that gophers will eat Anemones.
And they 'won't' eat Agapanthus. Nor Narcissus.

Dwarf Agapanthus would tolerate the dry slope and give a later ribbon of blue.

Dwarf daffodils (perhaps white - either regular or hoop petticoat such as 'Nylon') could provide a foil for the munchers and cope with the summer dry. They usually come through either before or same time as A blanda in my area.
