I'd just put them in the ground now.

The shoots are a problem. Were they ever kept outside or in an unheated room? Most bulbs that survive in a temperate climate expect a winter, and won't bloom again until they experience one. If the bulbs were kept in an unheated garage last year, you could put them in pots and have them bloom inside. HOWEVER, they won't bloom if they haven't been "chilled" outside, and forcing them to bloom inside out of season confuses them and drains their energy...so a few would die and others would skip a year of blooming while they recover.

If they haven't been "chilled" you'll get leaves but probably no blooms.

Bulbs do begin root formation earlier than we think. The old soil/potting mix in your original container is probably spent. See if you can gently separate the bulbs with roots intact and plant in the garden. Don't worry about covering the green shoots. They will push thru to the light. Their roots will go much deeper than they were able to in the pretty present container and renourish the bulbs.

Hyacinths have smaller display the 2nd year. I like to plant 2 per hole for that reason. Daffodil bloom remains about the same and they multiply. Tulips may only have foliage. Lots of posts here about why tulips don't naturalize like other bulbs. If there were grape hyacinths, they will multiply in the garden. Dutch iris may be iffy in your zone. They love our mild winters. Good luck.
