Maybe my "subject line" could refer to me as well as my faulty planting technique. :-(
I'm relatively new to bulbs and I think I probably didn't plant my hyacinths deep enough (3-4 inches). I'm sure others have asked this, but I couldn't find a relevant string: can I put more soil on top of where I planted them to make up at least some of the difference?

I think they should be fine, particularly in your zone.. Additional soil or mulch would be fine, but I don't think it is really necessary.
