Can I plant these to grow new bulbs? should I plant them now, in the ground?
Yes, they should be fine.

I'm sorry, I had not read your original post correctly when I first replied. I was thinking that what you had were a lot of small bulbils that had grown along the stem.

Yes, new bulbs can be started from the flakes, that are actually called scales.
