PVC pipe in landscaping and large pots

Hi,

I see 2-3" pvc pipes sticking out of the ground
near every tree in landscaping and also in those huge
3 ft. tall plant containers.

what is the purpose of this pvc pipe?

It is my impression (I'm new on this forum) that this GALLERY
