Brand New to Container Gardening

My question is very basic and involves timing. I have two large pots (knee high, maybe 15" wide at the top) to use. I'm trying to decide if I should use them for veggies or herbs. I live in zone 5a. It's a little too early to start veggies in containers if I'm going to move them outside this spring.

So, can I just keep them inside in the sun with some extra help from a grow light and let them grow? I feel weird not moving them outside at all but I suppose some people do?

Thoughts?
