Will Red Star Dracaena Palm, Cordyline 'Red Star' come back this

Last year I bought Red Star Dracaena Palm Cordyline 'Red Star' from Lowe's to add some height/interest to my some of my potted plants. I assumed that it died in the winter when it lost all it's leaves but when I went to remove it from the pot this spring I noticed that it seemed to have a healthy root system.

I checked the internet and it said that it is a perennial in 9-11 zones and can get quite big. Do you think it will come back and if so when. I did not cut it back, should I have? I just left it alone after all the leaves fell off with the colder weather.

Probably, if the tissue at the base of the stem is sound. If it does return, it will prolly try to come back as a multi-stemmed plant, so if you want a standard, you'll need to prune back all but a single stem.
