Will Red Star Dracaena Palm, Cordyline 'Red Star' come back this

Last year I bought Red Star Dracaena Palm Cordyline 'Red Star' from Lowe's to add some height/interest to my some of my potted plants. I assumed that it died in the winter when it lost all it's leaves but when I went to remove it from the pot this spring I noticed that it seemed to have a healthy root system.

I checked the internet and it said that it is a perennial in 9-11 zones and can get quite big. Do you think it will come back and if so when. I did not cut it back, should I have? I just left it alone after all the leaves fell off with the colder weather.
