Ants in the soil.

I notice in some of my pots, there are lots of ants. The type of plants in the pots don't seem to matter, I've seen ants in plumerias, citrus, fig. Even around some in-the-ground plants, there are ants in the soil. Should I be concerned about the health of the plants?

In my flower beds I use black pepper. I don't know why but ants don't seem to like it, they quickly move house.
