Shelf life on bagged soils?

I had a couple bags of 2 year old Kelogg garden soil in my garage that I recently opened up. As expected, it was on the dry side, but still had some moisture. It was clumpy, but it loosened up easily enough.

It had gone moldy (that may not be the correct term) with a lot of white material...I take this to be a byproduct of decomposition, mycorrhizal fungus? When broken apart, the white material blended in, and is for the most part unnoticable now. As for odor, it doesn't really have any to speak of, apart from being a little woody. The soil itself seems to be wood chip based, with most of its structure still intact.
Is there any reason I shouldn't ammend with aged compost and use it in a raised, sub irrigated veggie bed?
