planting pots in containers?

I am planting a 10" pot of Black Eyed Susan Vine in a 19" container. I did the same thing last year and it did not bloom until late summer. The person at my garden center suggested that I plant the whole pot into my container. Her reasoning was that it took that long for the plants roots to fill out the container (width)? She stated the plant would still get the nutrients from the soil.? I have heard of people planting pots in containers, but what is your opinion? I'd love to hear from you.

Does the garden center person assert the plant will not bloom until the roots are compacted? Al

Al, I guess that is what she means. My plants last year had plenty of roots coming through the bottom holes, it just bloomed so late.
