How many wicking baskets for a shallow container?

I'm thinking of using a galvanized washtub as a self-watering herb planter. Since the tub is only about 11" tall, I'm thinking of using multiple 2" net pots as wicking baskets. Should I use 2 or 3 wicking baskets for a 24" diameter tub or just go with a larger 4" backet and shallower soil?
