Old dresser to container garden

I have an old dresser, wide but short that I want to repurpose into a container garden. There are 6 drawers, but it is three drawers high so there are two drawers per "level."

The dresser has some old wallpaper lining the bottoms of each drawer and has been repainted at least once. How can I make this dresser safe for plants?

What a fun idea! I 've never done one, but I've seen such things on the Garden Junk forum. Unfortunately I didn't clip the post and it is now gone, but I remember a particularly beautiful one.
If you are growing plants to eat then lead paint is a consideration, not so much for flowers. Most hardware stores have lead test kits nowadays.
