The buds keep dying and he's getting increasingly shriveled. I've tied more wate, less water, fertilizer...

Have you tried some shade? Looks like a pretty small plant to go out in full sun in TX in mid June but I am just guessing as I have rarely grown squash.

I don't know that it has anything to do with your problems at this point, but what's in that potting mix? I see very large chunks of what appears to be sapwood.
