Is this creative, or just a big rip-off?

Dixie cups + plastic pots + cut up styrofoam trays + a $3 permanest tray = $35 seed starting set. Oh, and whatever bit of recycled plastic thingy it is they've glued to the bottom of the pots to give them "feets".

Think of the tooling investment! A box knife, a hot glue gun, and a hole punch (to make "vents" in the dixie cups).

Yeah, don't bother. The only thing I've found worth the money are Root Riots or Rapid Rooters. They're fantastic for starting seeds or cuttings. Then just stick them in the dirt once they form roots, no need for domes or contraptions.
