Hopefully not a stupid question but...

I was wondering if you put water into the basin that a pot is sitting in, will the dry soil in the pot suck it up like a wick? I tried googling this but haven't found anything. I do water from the top but a good portion empties into the basin and I just want to know if the soil will absorb it like a paper towel so to speak.

Many potting soils will wick up the moisture.
However, this is not the optimal way to water. Watering from the top flushes accumulated salts from the
soil, and you don't want these precipitating in the lower layers of soil, on the pot, or in your basin.

Watering also delivers oxygen to the root-zone, which is somewhat negated if the pot/plants sits in water.
