pepper plants are being cut? torn? eaten?

I need help diagnosing this issue.. its happened mostly to my pepper plants last year and now again this year (in the last week or so probably thru the hot summer). Its not deer or rabbits.. the only wildlife in my backyard are birds, bugs and squirrels. I suspect it is a wasp i see near my plants often but I can't seem to find any info about it. I don't think its leaf cutter bees, the wasps are just that wasps (not furry at all- very wasp-y) also the tears of those bees are distinct, these seem- arbitrary.
Also do you think this level of damage will affect the plants ability to grow and produce?

I have the same problem with my pepper plant and I live in Southern California. I am still trying to figure out what it could be, it might be a squirl or stray cat that likes the smell of peppers.
