Peas looking sad

I'm new to this gardening thing. I built a raised bed and filled it with 1/2 top soil and 1/2 compost from a local nursery. The peas I planted are looking so sad. they came in green and fluffly but now the bottoms are all brown and skimpy. Any ideas what i"m doing wrong? I fertilized before I planted the seeds. I fertilized again about a month later. I water daily. But I'm still not sure if that is enough or too much. The soil underneath is alwasy wet. The top 2 inches dry up. Any ideas after looking at the picture?

Peas are a cool weather crop
They might not like it against that white fence if your days are getting hot

ooooh that white fence burns my eyes I'm not sure that's what it is but maybe pin a dark garbage bag to the fence and see if that works your peas really don't look bad though , the other thing is , if I'm not mistaken I believe peas don't like fertilizer (bolting)or soil that is always wet . Peas really do like cool weather frost won't harm them unless it's a long hard frost or several of them .
