Basic seed starting question

I'm very new to all this. Every video I've seen on starting seeds ends with them finally breaking through the soil. I'm looking for what you do from then on. Do I start fertilizing that day? Can I leave them on the heat mat? I have them under lights that are about two inches away from the sprout. Can/should I like the soil up against it so it grows more roots?
Any info would be greatly appreciated!

Hope you don't mind a referral to the growing from Seed forum here at GW. The basic FAQs there cover all the basic questions and there are lots of discussions on each of the finer points too. That forum may seem a bit quiet right now but the pace will really pick up there in about a month when it gets closer to seed-starting time.
