It seems to be a form of stem fasciated growth. It's a mutation caused by damage to the genetics of the plant (via disease, environmental, or chance mutation).

If the top growth seems stunted and bulky as it continues to grow this is most likely what's going on. It's rare, but not unheard of, and generally leads to a strange looking yet not very productive plant (especially if the mutation carries over to flowers/fruits).

Either way, it should be fun to see what happens with it if you have the space or desire to grow it out.

Agree, although i don't think it is all that rare when one grows lots of plants from seed. Sometimes fasciated plants turn out ok but usually not worth the space and care so in the greenhouse we usually just pitch them as we find them.
